Seaports across the United States are grappling with aging infrastructure at the intersection of rising construction costs, regulatory complexities, and operational demands that far outpace available funding. This reality is especially true at small and medium-sized ports. The objective of this paper is to present a comparative case study and exploration of Pier 3 at the Port of Everett and Pier 8/9 at the Port of Vancouver USA; both vital facilities facing similar challenges despite differences in geography and cargo specialization. These obstacles come simultaneously while ports seek to modernize these facilities for future resiliency and meet commercial demand.
